Council Member Johnson explained that the study process is already underway and can be completed by the end of the year.  Council Member W. Jones stated that several sites for relocation of the station are already being considered.  In response to a question from Council Member Joost, Deputy CAO Kerri Stewart stated that the results of the study will indicate what course of action will be taken and when.

1.       Requires Mayor to designate a department to engage in a study to recommend the fiscal, responsible and practical feasibility of relocating Fire Station #5.

The committee engaged in considerable discussion with staff of the Office of General Counsel and Public Works Department about the appropriate uses of the Tree Mitigation Fund and the merits of using the fund for studies vs. tree planting.  Urban Forester Don Robertson stated that the $300,000 for the canopy study will be directed at examining trees in the city’s parks and will be a continuation of the tree canopy studies previously done in Riverside and Avondale, Springfield, San Marco and Mandarin.  The studies will catalog tree condition, flag diseased or damaged trees needing removal, and locate new or replacement planting locations.  Council Member Joost emphasized the city’s failure to properly maintain the trees it plants and the need to either amend the legislative authorization of the Tree Protection Trust Fund to permit the use of more than the current 10% of revenues for maintenance purposes, or to find another source of funds for maintenance.

In response to a question from Council Member Yarborough the committee discussed the history of the parking garage agreements and the City’s obligation to MPS to provide a stipulated return on investment through annual appropriation until such time as garage revenues are sufficient to meet the obligation.

The committee discussed the staffing and revenue needs of Huguenot Park and were informed by Nathan Rezeau of the Recreation and Community Services Department that at present the Huguenot Park expenditures are still being subsidized by revenue from Hanna Park.  The proposed management plan was carefully worded to state the City’s desire to assign additional staff to Huguenot Park, but not to absolutely commit to funding the positions.  Council Member Graham complimented the department on working through a very contentious planning process and developing a management plan that, while it may not satisfy everyone, seems to have generally satisfied all of the competing constituencies.

Vince Seibold, Chief of Environmental Quality, explained that the emergency is being requested because the event is taking place in early November before the first Council meeting of that month.  The funds will subsidize registration fees to allow students and the general public to attend the Environmental Summit, the topic of which is “Water Wars: Use ”.

Deputy CAO Kerri Stewart distributed a draft policy developed by the administration covering the authorization of take home vehicles, assigned vehicles, and vehicle allowances.  The policy establishes a variety of formal criteria, currently lacking, to specify what employees and officials qualify for which levels of transportation assistance.  The administration looked at the vehicle policies of other jurisdictions and local agencies like the JEA.  The proposed policy only covers the departments reporting to the Mayor – it does not apply to the Constitutional officers or independent authorities.  The administration will return at the next Finance Committee meeting with a proposed ordinance to adopt the policy and to make amendments to the various sections of the Ordinance Code that address vehicle allowances or assignments.  The committee discussed whether or not to allow city vehicles to be driven home by employees who live out of the city.
