Philip Peterson of the Council Auditor’s Office explained that the major change between the latest version of the defined contribution pension proposal and the prior version is the ability of an employee to switch between the defined benefit (DB) and defined contribution (DC) plans up to 3 times within their first 5 years of employment.  Mickey Miller explained that the new DC plan is primarily for those employees who don’t intend to stay with the City for 25 or 30 years to full retirement.  The employee retention pattern has changed substantially in the last 20 years.  Fewer employees work a full career for one employer; many leave after 5 or 10 years and don’t vest in the pension but take their contributions with them when they leave with no interest earnings.  In response to a question from Council Member Jones about the effect of a DC plan on the DB plan, Mr. Miller indicated that under 5 scenarios examined by the City’s actuary there is no substantive effect on the DB plan as a result of the DC plan.  Eventually if enough employees choose the DC plan then the City’s contribution to the DB plan may have to increase to keep it actuarially sound.

 

Mr. Miller stated that the proposed defined contribution plan was not discussed with the Retired Employee’s Association because the City didn’t see that they had standing to comment because none of their benefits are being affected by the proposed changes.  Dick Cohee of the Retired Employee’s Association stated that the association had numerous questions about and potential objections to the new pension option, including: 1) no Social Security participation by DC members – where is their safety net if their investments go bad? 2) the City’s contribution to the DB plan will drop from the current 11+% to 5+% when the General Employees pension is 100% funded (currently 90% funded); at that point the City’s contribution will be less than the 7.7% contribution to the DC plan so there will be no cost savings; 3) this plan contradicts the City’s policy of trying to keep long-term, well trained, experienced employees rather than depending on short-timers; 4) actuaries can’t calculate everything so there are lots of unknowns out there about what might really happen; 5) why not pilot the DC plan with appointed officials who are anticipated to be short-term employees anyway and see how it works?  Mr. Cohee stated that the implementation of a DC option has been tried in other places and has not been very successful in the West Virginia and Florida state retirement systems.

 

Mr. Miller stated his fundamental disagreement with many of Mr. Cohee’s points.  He sees the DC plan primarily as a recruitment tool to bring in good employees for City government who don’t necessarily want to sign on for 30 year careers.  Kirk Sherman stated that it isn’t a black and white proposition as to whether the proposed DC plan is or is not a good idea for the City – there are too many unknowns and variables and long-term consequences to make a simple yes-or-no judgment.  There will still be certain fixed overhead costs to the DB plan that will have to be amortized over fewer DB employees if an alternative plan is created.  The DB plan annual contribution will still vary year by year depending on the stock market and the amount of unfunded liability.  The DC plan does lock in some degree of fiscal certainty with a fixed 7.7% contribution rate.  Education of employees about their investment options is going to be critical because without Social Security there will be no safety net for DC employees to fall back on.

Director of Fire and Rescue Dan Kleman briefly described the history and purpose of the service improvement plan, which was mandated by a 2001 ordinance and has produced studies in 2001 and 2006 by the TriData company.  Mr. Kleman requested approval of the 5 year plan at today’s meeting so that the document can be passed along with the City budget ordinance.  The TriData study’s recommendations for highest priority improvements are 1) addition of new rescue units, 2) construction of new fire stations, and 3) replacement of outdated or poorly located fire stations.  

 

Chairman Corrigan announced that he was deferring consideration of the bill until the PHS Committee has had a chance to review it for its public safety implications first.

Radio communications - p. 3 tentatively approved

Systems development/replacement (pp. 4-5) – the Council Auditor recommends using the General Fund instead of the Banking Fund to pay for salaries in the systems development area as the proposed budget has the effect of financing salaries and benefits over three years.  Mickey Miller agrees with the recommendation principle, but stated that the City can’t get there this year without finding $3.65 million in other available funds to plug the hole if the Banking Fund isn’t used.

Chairman Corrigan stated that the Finance Committee will meet on Thursday, September 4th for the final budget hearing regardless of what Tropical Storm Hanna does.  The work must be finished this week.  If Thursday is absolutely precluded by the storm, then the fallback position is to meet on Saturday the 7th.

 

Council Member Yarborough stated his desire that the committee find a way to restock the Emergency Reserve Fund from which the Council appropriated $3 million for police overtime for Operation Safe Streets, preferably by scouring unused reserve funds and sweeping those dollars into the Emergency Reserve.
