The meeting was called to order at 2:04 p.m. Chairman
Corrigan announced that two additional items would be taken up after the
completion of the regular agenda: a presentation by the Human Resources
Division of the timeline for employee health insurance procurement for next
year, and a public hearing on the special assessment for the Downtown business
improvement district.

Cheryl
Runyon of the Sheriff’s Office answered questions from the committee about
the source of the funds (primarily cash and other assets seized from criminal
activities) and the proposed uses. She
explained that the funds are under the control of the Sheriff who may propose
their use for crime prevention purposes.
The committee questioned the relationship between this proposed use of
$75,000 for a college counselor for the Jacksonville Commitment scholarship
program and the $1 million proposed in the City budget for the Jacksonville
Commitment. Steve Rohan stated that
the committee could accept or reject the Sheriff’s proposed use of the funds
but could not amend the bill to redirect the funds to another use – the use
of this fund lies within the Sheriff’s purview. Council
Member Yarborough proposed an amendment to delete reference to the $75,000
for the Jacksonville Commitment counselor – failed 2-5 (Yarborough and
Council
Member W. Jones proposed an amendment to delete all appropriations except the
$550,000 for purchase of tasers – approved

At the conclusion of the
regular agenda, Millie Reeves of the City Human Resources Division made a brief
presentation on the timetable for the acquisition of employee health insurance
for next year. An RFP will be published
in mid-February 2009. Council Member
Webb asked for an update on where the City is, if anywhere, in considering
self-insurance as suggested by the TRUE Commission, and the status of
consideration of pooled purchasing for health insurance with the School Board
and the independent authorities. Ms.
Reeves indicated that City staff will begin discussing the future of employee
health insurance later this week. She
also noted that the City’s current health insurance claims experience is better
than that of some of the independent authorities, so it is not in the City’s
best interest to add other participants if their claims pool would cause the
City’s premiums to rise.
Chairman Corrigan announced
and opened the public hearing on the special assessment to fund the downtown
business improvement district and Downtown Vision Inc. The hearing was closed without any speakers
appearing.
Lisa Rinaman of the Mayor’s
Office stated that the forecast track for Tropical Storm Fay appears to be
moving in
Council Member Joost returned
to the issue of the City’s pension plan assumptions and asked Mickey Miller
about the impact on the pension plan of years in which the plans performance
does not match the assumptions. What is
the dollar cost of missing the assumption by 1 percentage point? Mr. Miller explained that the City calculates
the pension’s performance on the basis of a 5-year smoothed average which
dampens the ups and downs of market performance year by year and presents a
fair picture of performance over time.
Mr. Joost also asked about the recent downgrade of one of the City’s
bond issue ratings and the interest rate cost incurred by such downgrades.
