The meeting was called to
order at 2:04 p.m.
Council President Ronnie
Fussell welcomed the new committee and expressed his hope for a year of good
work in a difficult fiscal climate. He
was encouraged that the Mayor chose to propose a budget with no tax increase,
and asked the committee to be good stewards of the public’s tax dollars in the
upcoming budget deliberations. He urged
the committee to constantly ask if the service in question is a core function
that only government can do, and to look for partners and for opportunities to
reduce duplication and overlap of service provision. Never rely on the status quo, but question
why we’re doing what we’re doing and how we can do it better and cheaper. He believes it’s vital to set a good fiscal
foundation this year because next year’s budget is likely to be even more
difficult than this year’s. He asked the
committee to dig deep into the details and “look under all the rocks” to see
what might be hiding there, and encouraged them, if necessary, to not be afraid
to place funding “below the line” until all relevant questions are answered to
their satisfaction.

Wight
Greger of the Housing and Neighborhoods Department explained the purpose of
the bill, which is to move some residual funds from one loan assistance
program into another more popular program.
The 2006 and 2007 bond funds are exhausted and the department will
probably come back to the Council to request a 2008 bond issue. She noted that the default rate on
City-assisted loans is very small. She
also explained the differences between Jacksonville Housing Authority bond programs and
Jacksonville Housing Commission programs. The committee requested a 10-year history
of the use of city housing assistance bond funds. AMEND to 1. Replace BT with the signed and

Council Auditor Kirk Sherman
outlined the budget hearing process for the month of August. Next Tuesday the administration will
introduce the millage rollback rate resolution setting the maximum millage rate
the City can levy without having to re-advertise a higher rate and sending
notices to all 300,000+ property owners.
The bill will need to be enacted as an emergency on first reading to
meet the deadline for reporting the rate to the Property Appraiser for
advertising purposes.
The budget hearings are
scheduled for August 14th from 1-4 p.m., August 21st from
9 a.m. to 4:00 p.m., August 26th from 9 a.m. to 12 noon, and August
28th from 9 a.m. to 4:00 p.m.
There being no further
business, the meeting was adjourned at 2:31 p.m.
