Lindstrom of the JEDC gave an overview of the project which will allocate
development rights for 128 marina slips from the City’s Downtown DRI to South
Shore Marina Group in exchange for the developer granting access to the
Southbank Riverwalk through its property.
Heinz Development, an adjacent landowner, is seeking a practical means
to connect the two portions of the Riverwalk east and west of the FEC
railroad bridge, either by means of a tunnel underneath or a bridge over the
tracks. AMEND to remove “scope of performance and
development” from technical amendments in agreement and to attach memo from

Finance
Director Mickey Miller explained the need for the refunding of the existing
bonds because of the upheaval in the bond insurance market and the need for
this authorization upon the advice of bond counsel. The City’s investment policy will be
amended via separate ordinance to clarify that the Finance Director has the
power to authorize such refundings in the future. The
committee discussed whether the Finance Committee should play a larger role
in overseeing the city’s investment policy, money management practices,
etc. It was suggested that the Council
Auditor should brief the Council leadership when unusual financial
circumstances like these arise. AMEND to clarify debt swap policies
currently in effect by adding a statement and eliminating an exception;
delete authorization to increase bond amount to capitalize interest and
extend maturity; on p. 2, line 17 delete “ EMERGENCY APPROVED RECOMMEND APPROVAL AS AMENDED
