The meeting was called to
order at 1:30 p.m.
Chairman Shad reviewed the
agenda items, which include 12 items to be deferred, 1 item to be withdrawn, 12
items ready for action, 10 items to be read a second time and re-referred, and
1 item to be substituted and re-referred.
He noted that the committee will be operating with a minimum quorum of 4
since 2 members are excused and asked the members to be cognizant of the need
to keep the quorum present.
Ordinance 2008-27 (“doggie
dining”) was recommended for denial in the Rules Committee this morning. Councilman
Bishop will be present to advocate for 2008-204, and ordinance appropriating
$100,000 from the EPB Trust Fund to finance a hydrological study of the St.
Johns River to determine the effects of water withdrawals in
Ordinance 2007-401, a revised
courthouse construction plan, has been referred to the committee and a
substitute will be moved and the bill re-referred to committee. Sam Mousa,
representing the administration, will make a presentation to the committee on
latest revised the courthouse proposal.
The bill will have a public hearing before the Council next Tuesday and
will be in committee for further discussion in 2 weeks.
There being no further
business, the meeting was adjourned at 1:35 p.m.
