MINUTES OF THE REGULAR MEETING of the Council of the City of Jacksonville, held in Council Chambers, City Hall, Jacksonville, Florida, December 02,2008.  The meeting was called to order at 5:04 P.M. by Committee Chair Art Graham, Recessed from 7:12-7:23 and was adjourned at 9:14 P.M.
