MINUTES OF THE REGULAR MEETING of the Council of the City of Jacksonville, held in Council Chambers, City Hall, Jacksonville, Florida, November 03,2008.  The meeting was called to order at 5:01 P.M. and recessed from 7:40 P.M. until 8:00 P.M. by Committee Chair Art Graham.  The meeting adjourned at 10:10 P.M.
