MINUTES OF THE REGULAR MEETING of the Council of the City of Jacksonville, held in Council Chambers, City Hall, Jacksonville, Florida, September 16,2008.  The meeting was called to order at 5:04 P.M. by Committee Chair Art Graham. The meeting was recessed from 7:30 P.M. to 7:40 P.M., and adjourned at 8:06 P.M.
