MINUTES OF THE REGULAR MEETING of the Council of the City of Jacksonville, held in Council Chambers, City Hall, Jacksonville, Florida, January 21,2009.  The meeting was called to order at 5:03 P.M. by Committee Chair Art Graham, recessed from 7:00 to 7:05 and then adjourned at 7:38 P.M.
