Bulin of the Fire and Rescue Department stated in answer to a question that
this bill represents the second phase of a multi-phase project to equip many
fire stations with storm panels and windows. Nine stations were done earlier
in the year and this represents a second phase of 9 additional stations

Administrator Joe Stelma explained the need for the legislation as the
administrative responsibility is being transferred from the State Attorney’s
Office to Court Administration. The
bill needs to be enacted as an emergency to prevent a lapse in service and in
employee pay and benefits effective January 1 when the State Attorney will no
longer be responsible for the program. EMERGENCY APPROVED SUBSTITUTE (F) to 1) provide for annual approval of costs
