Maggie Bulin of the Fire and Rescue Department stated in answer to a question that this bill represents the second phase of a multi-phase project to equip many fire stations with storm panels and windows. Nine stations were done earlier in the year and this represents a second phase of 9 additional stations funded by a federal grant.

JEDC Executive Director Ron Barton explained that the bill is intended to “true up” the issuance fees for health facilities bonds to make them equal to the fees for IRBs.

Court Administrator Joe Stelma explained the need for the legislation as the administrative responsibility is being transferred from the State Attorney’s Office to Court Administration.  The bill needs to be enacted as an emergency to prevent a lapse in service and in employee pay and benefits effective January 1 when the State Attorney will no longer be responsible for the program.

RECOMMEND APPROVAL AS SUBSTITUTED AS AN EMERGENCY 6-0

 

At the conclusion of the regular agenda Council Member Crescimbeni and Jacksonville Firefighters Association President Randy Wyse informed the committee of a problem that took place recently at a firefighter promotional testing session at the Prime Osborn Convention Center.  A problem was discovered with the Scantron answer sheet included in the test booklet when the test booklets were first opened and, when a test administrator told the firefighters assembled for the test to take a break while the problem was being investigated, the security of the testing procedure was breached and the testing session had to be canceled.  Mr. Crescimbeni asked the administration to provide details about the problem and to provide the committee assurance that the out-of-town testing company will not charge the City an additional fee for the new testing session.  Sherry Hall will investigate and provide further information.
