Council
Member Hyde briefly outlined the purpose of the bill which results from part
of the Jacksonville Journey discussion about the difficulties of
re-integrating ex-offenders back into the community, particularly with regard
to employment. The bill provides that
1) the City will consider hiring ex-offenders if they are fully qualified for
the job and do not pose a security risk for the type of position, and 2) the
City will ask its contractors to consider hiring ex-offenders as well. The Human Resources Division will report
back within 4 months with detailed criteria and regulations for City hiring
and the Procurement Division will report back in the same time frame with
criteria and regulations for the contractors. SUBSTITUTE(R) to incorporate the 4-month reporting
period for the Human Resources and Procurement Divisions and to increase the threshold
for applicability of the ex-offender program to contracts from $100,000 to
$200,000. RECOMMEND APPROVAL AS
