Council Member Hyde briefly outlined the purpose of the bill which results from part of the Jacksonville Journey discussion about the difficulties of re-integrating ex-offenders back into the community, particularly with regard to employment.  The bill provides that 1) the City will consider hiring ex-offenders if they are fully qualified for the job and do not pose a security risk for the type of position, and 2) the City will ask its contractors to consider hiring ex-offenders as well.  The Human Resources Division will report back within 4 months with detailed criteria and regulations for City hiring and the Procurement Division will report back in the same time frame with criteria and regulations for the contractors.

 

SUBSTITUTE(R) to incorporate the 4-month reporting period for the Human Resources and Procurement Divisions and to increase the threshold for applicability of the ex-offender program to contracts from $100,000 to $200,000.

At the conclusion of the regular agenda, Council Member Johnson invited former City Council President Eric Smith to address the committee.  Mr. Smith currently represents the Shot Spotter company which makes electronic listening devices that can locate the source of gunshots and report that information to law enforcement agencies for rapid response.  Mr. Smith stated that over 40 U.S. cities now use the technology and have experienced measurable reductions in gun violence after installation of the systems.  Sheriff Rutherford is interested in the possibilities of the technology but recognizes the current budgetary constraints under which the City is operating.  Mr. Smith estimated that a pilot program could cost approximately $1 million per year for one or two trial neighborhood installations.  The Shot Spotter company is willing to come to Jacksonville and demonstrate the capabilities of the technology at a shooting range if the committee is interested in seeing it in action.
