Director of Fire and Rescue Dan Kleman made a presentation on the department’s TriData study and the proposed 10-year capital improvement plan for the department.  The first TriData study was commissioned in 2001, the first update in 2006.  The study was focused on response/travel times, staffing and apparatus levels and station locations.  The response time goal is 4 minutes or less in the urban area and 8 minutes or less in the rural area, 90% of the time.  TriData recommends construction of 8 new fire stations, establishment of 8 new rescue units (6 full-time, 2 peak-time), addition of 4 ladder companies and 2 marine units, and increased staffing to achieve 4-person minimum staffing on all engine companies (8 new, 23 existing).  Year 1 of the proposed 1o year plan is identical to the Fire and Rescue Department’s FY08-09 CIP plan.

 

Council Member Lee asked for several clarifications/additions to the fire station location maps provided in the department’s handout, including better distinguishing the proposed new stations from existing stations and superimposing the City Council district lines on the map.  In response to a question from Ms. Lee about the use of Planning Department growth projections and database of development plans to drive the departmental study, Mr. Kleman stated that the TriData did use Planning Department data, along with TriData’s own internal work and JFRD run time records.  Station construction priority is primarily  based on departmental run data and the workload of existing stations.

 

In response to a question from Council Member Holt, Mr. Kleman indicated that the City does not receive any payment from Jaxport for Station #48 on Blount Island.  The calls on port property are very limited and the personnel at Station 48 are purely emergency responders – no port inspections or other functions.  In response to a question from Council Member Jones about any changes in the proposed plan since the TriData study was first completed in February 2008, Mr. Kleman stated that the only substantive change is to put construction of Fire Station #47 on hold because the DRI that would have supplied the site for the station is on hold.

 

In response to several questions from Council Member Lee, Mr. Kleman and the committee engaged in considerable discussion about the absence of water lines and fire hydrants in various parts of town and whose responsibility it is to plan for the remedy to this situation.  Mr. Kleman indicated that the Fire and Rescue Department accepts the situation as it is and covers areas without water lines and hydrants by the use of tanker trucks.  Installation of water lines and fire hydrants in newly-developed areas is the responsibility of the developers pursuant to the City’s development regulations.  In older, already-developed areas the extension of water lines and installation of hydrants is the responsibility of the JEA as the City’s water utility provider.  Council Member Mia Jones requested that JFRD produce a map showing the location of existing water lines and hydrants and those areas without fire hydrants.  Mr. Kleman agreed with Ms. Lee’s suggestion that the department should undertake a study of where fire hydrants are needed.

 

Mr. Kleman noted that JFRD Rescue Division Chief Charles Moreland was recently named the recipient of the 2008 Marilyn Crook EMS Pioneer Award by the Florida Bureau of Emergency Medical Services.  Chief Moreland pioneered the statewide development of the EMSTARS system – a quality improvement tracking and reporting system for pre-hospital care.

 

Chairman Yarborough announced that the PHS Committee would be holding 2 more community meetings to hear from the public on the subjects of crime and public safety and the Jacksonville Journey proposals.  The meetings will be held at the following times and locations:

 

Thursday, September 11th, 6:30 p.m., Twin Lakes Academy Middle School

Thursday, September 18th, 6:30 p.m., Clanzel Brown Community Center

 

Council Member Lee suggested that the community meetings need to be better coordinated through the district council members and the presidents of the neighborhood associations in the area so that there might be coordination of publicity and meeting dates.
