Sheriff John Rutherford addressed the committee concerning the Jacksonville Sheriff’s Office.  He spoke about the Matrix Audit and its recommendations, and advised that the Undersheriff would be present at the committee in two weeks to more fully discuss the audit findings.  He explained the need for positions, and his disagreement with certain of the audit findings concerning traffic enforcement and oversight/budgeting for the Marine Unit by the Jacksonville Port Authority.  He had other areas of concern outside of the audit, including legislation to address a multifamily crime-free housing initiative, landlords who rent to drug dealers, the designation of drug hot spots, nuisance abatement, drug rehabilitation, and mental health treatment.  Information was requested concerning crime prevention components in various neighborhood action plans and whether they had been submitted to his office.

 

Next, Chief Randy White provided a handout and discussed the Tri-Data Study.  He referenced previous implementation efforts and presented a ten-year implementation plan for consideration.
