At the conclusion of the
agenda Devin Reed, Director of Central Operations, made a presentation on fleet
maintenance outsourcing in response to the proposal made the PHS Committee
earlier in the year by Auto Masters. Mr.
Reed explained that the Fleet Management Division currently has 126 employees,
down from 176 since Sam Houston took over as Chief of the division. The division manages over 5,000 vehicles and
pieces of equipment, working 2 shifts per weekday. He stated that 66 of the 67
Mr. Reed stated that Auto
Master challenges the fleet maintenance operation on 3 grounds: 1) cost of
service, 2) turnaround time, and 3) overhead rate charged. He did not know the basis of the comparisons
that Auto Masters made to Fleet Management’s operations and costs, so could not
tell if an “apples to apples” comparison is being made. The City’s computer system is part of the
difficulty in making a fair comparison, as it does not permit vehicle service
time in the shop to be tracked in increments of less than a full day; a 2-hour
service is recorded as a full day, and a vehicle dropped off for service one
afternoon and completed the next morning counts as 2 full days. He stated that a decision to privatize a
vehicle fleet generally needs to be an “all or nothing” decision. Outsourcing part of the fleet increases the
costs for everyone left behind and can be a recipe for trouble.
Council Auditor Kirk Sherman
stated that it is nearly impossible to get an accurate comparison of the
relative costs of in-house versus privatized maintenance services until a
decision is made to precisely define exactly what services are under
consideration and then those service requirements are bid out. Auto Masters makes an apparently compelling case
for its operation, but exact definitions of what will be done and how are
lacking. When a decision is made on the
exact package to be bid, Fleet Management needs the opportunity to make its own
bid to retain the service.
