Assistant
General Counsel Jason Teal explained that the City and the Health Department
have developed this proposal as a means of regulating the conditions at
temporary mobile home parks without having to subject the temporary parks to
the regulations applicable to full-time, permanent RV parks. The ordinance will require the operators of
temporary RV parks (such as the RV City the City operates in conjunction with
the Florida/Georgia and Gator Bowl games) to obtain a permit from the Health
Department for 1-14 or 15-30 days of operation per year, and to submit a site
plan and make adequate provision for sanitation, garbage pickup, emergency
vehicle access, fire safety, etc. RECOMMEND APPROVAL 6-0 |

Ed Brunson representing the
First Coast Chapter of the Florida Massage Therapy Association made a
presentation to the committee about the difficulty the 1,063 state-licensed
massage therapists in the city are having with their being regulated under the
City’s adult entertainment ordinance.
Licensed massage therapists are highly trained and skilled professionals
who are tested and licensed by the Board of Massage Therapy of the Florida
Department of Health. While they
understand the Sheriff’s Office’s difficulty in dealing with so-called “massage
parlors” that are fronts for prostitution, the licensed massage therapists
believe they should not be categorized and regulated by that Code chapter. Assistant General Counsel Dylan Reingold
distributed copies of a draft ordinance he has prepared in conjunction with Mr.
Brunson and the Sheriff’s Office that would create a new Ordinance Code Chapter
190 to regulate massage therapy and would remove all references to massage and
massage therapy from the Adult Entertainment Code. The committee gave its approval for Mr. Reingold
to introduce the ordinance under the sponsorship of the PHS Committee.
