JSO Officer Glen Morningstar discussed the need for the amendments and described the application of the amendments to a variety of situations commonly encountered by the JSO.  The Sheriff’s Office has found itself devoting more time and resources to dealing with calls related to towing from private property, often originating as a report of a stolen vehicle that turns out to have been towed away.  The proposed amendments would require more supervision and authorization of tows by property owners.

The committee discussed with Officer Morningstar the growing problem of tractor-trailers parking on public rights-of-way and in private parking lots.  JSO places warning notices on these vehicles when complaints are received, but the driver has 24 hours to remove the vehicle after the notice is posted, so this doesn’t deter overnight parking when the truck is going to be moved in the morning anyway.  Greg Gaylord, Vice President of the Jacksonville Wrecker Association, stated that part of the problem is related to the federal trucking regulations the prohibit long-haul truckers from driving more than 10 hours consecutively.  When a driver hits that threshold, he’s going to park the truck and rest no matter where he is to comply with the regulations, and will park wherever he can find a space.  Council Member Holt and Mr. Gaylord stated that this problem will become even more noticeable when the new Mitsui container port opens, dramatically increasing the number of tractor-trailers on the City’s roads and the need for appropriate parking areas.  Council Member Redman suggested the possibility of city-owned truck parking areas that would charge a reasonable fee for a safe and convenient parking area for truckers.
