In response to a question about where the lease revenues from the tower were deposited, Assistant General Counsel Dylan Reingold stated that he believed the funds were reserved for use in the parks in the Council district in which the tower is located.

Chairman Hyde reminded the committee that he had distributed at the last meeting a first draft of proposed legislation to incorporate the findings and recommendations of the PHS Committee’s crime and safety forums and requested that committee members make any suggestions for additions or revisions.  He has received several suggestions and, with the committee’s permission, will make those changes and file the legislation under the committee’s sponsorship.  He anticipates that the bill will also be the vehicle for Council consideration of the results of the Jacksonville Journey study.

 

Council Member Joost reported that he had met with a representative of AutoMasters regarding the company’s performance maintaining the JEA fleet and comparisons with the performance of the City motor pool.  He believes there are substantial cost and time savings to be had through outsourcing fleet maintenance and that the savings for both the Sheriff’s Office and Fire and Rescue Department could be a valuable supplement to their budgets.  Chairman Hyde requested the administration to present Alan Mosley’s information on fleet management performance at the earliest opportunity.

 

Mr. Hyde stated that he is considering having the PHS Committee make a trip to the City pre-trial detention center at the conclusion of the regular agenda of its next meeting for the purpose of meeting with juvenile offenders to get their opinions on the causes and possible remedies to Jacksonville’s crime problems.  In response to a question from Council Member Joost about whether the courthouse construction decision will come through PHS, Mr. Hyde indicated his expectation that it would unless President Davis elects to conduct the process through a Committee of the Whole rather than in individual standing committees.  Mr. Joost suggested the value of taking a tour of the current courthouse to judge the conditions and the need for a replacement facility.
