The meeting was called to order at 9:33 a.m. by Chairman Jones.  He reviewed the marked agenda, which included 4 items to be deferred, 10 items ready for action and 4 items recommended for second reading and re-referral.   Item #1, ordinance 2005-718 (sign code waiver for JTA bus shelters) will be deferred but representatives of the JTA will be present to make a presentation as requested at an earlier meeting. 

 

An additional item on the marked agenda, Ordinance 2008-160, appears before Rules because of the presence of a waiver of the Ordinance Code recommended by an amendment proposed by the Finance Committee on Monday which, by Council Rule, must be reviewed by the Rules Committee before the Council takes final action.  As explained by Assistant General Counsel Peggy Sidman, the bill was not officially referred to Rules by the bill referral process when the bill was introduced, so it did not appear on the original draft committee agenda.  The change in the Rules Committee’s meeting date because of the City Hall fire earlier in the week presented an opportunity for Rules to hear the proposed waiver and make a recommendation to the full Council in this committee cycle rather than waiting 2 weeks for re-referral.  The committee needs to review the waiver and take some action to make a recommendation to the Council, which need not necessarily be a full committee electronic vote and report since the bill is not officially referred to the Rules Committee.  A voice vote recommending approval or denial should be sufficient.
