Attendance:    Council Members Graham (Chair), Bishop; Margaret Sidman,  Office of General Counsel; Janice Billy Council Auditor’s Office; Lisa Rinaman, Administration, Sherry Hall;  Paul Crawford, Joe Whitaker, Steve Emery JEDC; Jessica Deal, Chamber of Commerce; Penny Thompson, Shands; Kelly Boree, Recreation & Community Services Department; Wight Greger, Ken Pinnix, Housing and Neighborhoods Department; Stan Johnson, Mina Hosseini, Celeste Hicks, ECAs; Robert Blue and Wyatt Grant, agents; Marilyn Allen, Carl Bradford Legislative Svcs.

 

The Chair called the Agenda meeting to order at 8:30 a.m. and asked Janice Billy, Assistant Council Auditor, to review those items on the agenda that were ready for action, deferral, second reading and re-referral.

 

The Chair thanked the Administration (Lisa Rinaman) for moving Item #3, Ordinance 2007-1348 amending Chapter 191, Ord Code (Special Events & Entertainment Dist), to the status of ready for action.

 

Though ORD 2008-28, Amend Chapt 366 (Groundwater Resource Mgmt), Ord Code. was deferred, Council Member Joost wanted to know the status of the legislation and whether or not the outreach efforts to educate the public and stake holders were underway and working.  Sherry Hall indicated that meetings have been set to brief the public and business representatives and to resolve questions.  She expects that the Administration will be meeting with individual Council Members on the proposed legislation.

 

Janice Billy explained the substitute offered for Item #6, ORD 2008-210, Amend Sect 111.830 (Library Conference Facilities Spec Rev Fund).

 

On Item #7, ORD Auth a 1st Amend to License Agreemt w/ Jacksonville Skeet & Trap Club, Inc for New Berlin Rd Propty), the Chair ordered that the bill be deferred until the sponsor, C/M Johnson, has had an opportunity to address questions.  Margaret Sidman indicated that Council Members had expressed concern that rental fees had been deleted.

 

There being no further business on the agenda, the meeting was adjourned at 8:40 a.m.
