The Chair called the re-scheduled RCD Committee agenda meeting to order at 8:30 a.m. 

 

The Chair asked the Council Auditors Office’s Janice Billy to review the agenda to indicate what items were ready for action and the status of the other items.

 

On Item #6, ORD 2008-211, Approp $311,030 from EPB Trust Fund ($275,000 to hire a Green Initiatives Coordinator for 3 yrs for City’s Green Building Initiative Prog & $36,030 for Audit Survey & Facility Assessmt of Main Library to obtain LEED Certification, the Chair asked what the status of the bill was.  Margaret Sidman, Office of General Counsel, explained that in addition to the Finance Committee Amendment, Council Vice President Fussell submitted an amendment that proposed funding $36,030 for the Library LEED audit and $91,638 for the Green Initiatives Coordinator for 1 year (salary benefits and operating expenses).  The Council will review additional years funding for the Green Initiatives Coordinator based on a cost benefit analysis to be given to the Council Committee annually.

 

On Item #11, ORD 2008-330, Apv Issuance by Jax Housing Finance Auth of its Multifamily Housing Rev Bonds (Bennett Creek Apts), the inquired as to the status of the bill and why there was language removing the private sale limitation and requiring the bonds be a rated issue.  Wight Greger indicated that the bill’s language gives the Jax Housing Finance Auth the flexibility to issue the bonds in accordance with and in consideration of market pressures.
