The Chair called the re-scheduled RCD Committee agenda meeting to order at 8:30 a.m.
The Chair asked the Council Auditors Office’s Janice Billy to review the agenda to indicate what items were ready for action or deferral.
The Administration has asked that Item #7, ORD 2008-211, Approp $311,030 from EPP Trust Fund to hire a Green Initiatives Coordinator, be deferred.
The Chair asked if Item #9, ORD 2008-288, Auth Economic Dev Agreemt among City, JEDC and Fidelity National, needed to be referred to Rules because of the JEDC economic incentive policy? Peggy Sidman says no, because the JEDC’s incentive policy, approved by City Council, specifically says they may waive the requirement to employ residents of the Enterprise Zone if circumstances warrant. Since Council already approved JEDC’s authority to waive that requirement, then it does not need to go to Rules.
