The Chair asked if Item #9, ORD 2008-288, Auth Economic Dev Agreemt among City, JEDC and Fidelity National, needed to be referred to Rules because of the JEDC economic incentive policy?† Peggy Sidman says no, because the JEDCís incentive policy, approved by City Council, specifically says they may waive the requirement to employ residents of the Enterprise Zone if circumstances warrant.† Since Council already approved JEDCís authority to waive that requirement, then it does not need to go to Rules.
