Prior to the regular agenda items, James Richardson of the Housing and Neighborhoods Department gave an annual report presentation on the Northwest Jacksonville Economic Development Fund as required by the Ordinance Code.  He described how the fund was established in 1986 with the proceeds of a City bond issue and an oversight committee established by Executive Order of the Mayor.  The fund received another infusion of revenue with $25 million in Better Jacksonville Plan bond proceeds, and administration was moved from the JEDC to the Housing and Neighborhoods Department.  Approximately $6.7 million remains in the fund to be allocated and all loans are currently up-to-date in their payment schedule with 2 exceptions (9th and Main – Symbiosis project and LaVilla Bistro building, both either already foreclosed or in the process).

The committee engaged in considerable discussion with the Council Auditors and with James Richardson, Deputy Director of the Housing and Neighborhoods Department about the need for a waiver of certain provisions of the NW Jacksonville Economic Development Fund regulations.  Council Member Holt offered an amendment that made numerous changes requested by the Auditor, but omitted any reference to a waiver of regulations as the committee did not interpret the circumstances to require such a waiver.
