Janice Billy explained the intent of the bill and pointed out the Council Auditor’s bill analysis that states that the City’s current agreement with the JTA to fund BJP road projects is unsustainable – the projected revenues are insufficient to cover projected expenses to complete all the road projects.   City CAO Alan Mosley stated that 3 of the revenue sources pledged to the debt service on BJB road project bonds (BJP sales tax, local option gas tax, and the city’s share of the state gas tax) are all under-producing as a result of the economic downturn and are insufficient to support the City/JTA interlocal agreement.

At the conclusion of the agenda Council Member Joost briefly discussed Council Auditor’s Report #664 – Public Buildings Division audit. He was particularly interested in the finding regarding the weaknesses in inventory control.  Kirk Sherman attributed part of the problem to a failure to perform comprehensive inventory counts of all goods and supplies, and part to too many employees having too much individual control over inventory items.  Public Works Director Joey Duncan explained that the Maximo computer system is somewhat problematic because of synchronization difficulties with the City’s financial management system.  Part of the problem is also attributable to short staffing in the division which makes it impractical to separate the inventory ordering, receiving, stocking and disbursement functions among multiple employees.  Lloyd Fountain, Chief of the Public Buildings Division, stated that complete inventories of all items are being done now to establish a baseline, after which counts will be done monthly.  Part of the discrepancy problem could be due to backlogged work order posting – parts or supplies were pulled from inventory for jobs that are completed, but the paperwork hasn’t gotten posted to the system to show that the items were pulled and used.

 

Chairman Corrigan thanked the committee for its outstanding work over the past year.
