Tom Beverly of the General Counsel’s Office explained the property acquisition process and legal settlement process for this pond parcel.  The appraised value of the parcel changed substantially based upon the pond site making an adjacent property landlocked.  The settlement agreement includes the conveyance of this landlocked parcel (largely wetlands) to the City.  Mr. Beverly explained that the OGC, Real Estate Division, and Public Works Engineering Division are making concerted efforts to identify multiple pond sites early in the design process and to acquire them in the most cost effective way, including considerations other than strict engineering convenience.

At the conclusion of the agenda Mike Marino of ITD requested that the committee authorize a modification to a Loan Pool Project to rename an item from “purchase of 40 Motorola XTL2500 mobile radios” to “upgrade existing radios to encrypted/digital operations for Public Safety.”  Mr. Marino explained that the recent “rebanding” process in the City’s radio network has allowed the City to work with Motorola to upgrade 132 existing radios to encrypted public safety standards with full inter-operability for the same price as the purchase of 40 new radios.  The committee approved the modification but requested information from the administration about whether the purchase of the 40 radios as originally requested for the purpose of equipping 40 new police officers hired through the Jacksonville Journey funding was covered in the Journey budget or not.  Does this represent the first installment of using the Loan Pool to purchase cars, guns, computers, etc. to equip these new officers, or was that funding included in the Journey allocation?

 

Millie Reeves distributed the Group Health Insurance RFP quarterly report and will be available to answer any questions committee members may have at their convenience.

 

The Chairman announced that the Finance Committee’s Performance and Audit Subcommittee will meet on Monday, June 15th at 12:30 p.m. for the purpose of hearing a report from Ernst and Young, the City’s independent auditor, on the FY2007/08 Comprehensive Annual Financial Report.
