The meeting was called to order at 2:02 p.m. with a quorum present.

 

The Chairman announced that items 1 and 2 on the agenda are subject to being withdrawn at the next City Council meeting pursuant to the Council Rules because they have been pending for over 2 years.  He urged committee members with an interest in pursuing any of those bills to be sure to take action to move them forward before the automatic withdrawal.

Council Member Hyde distributed a substitute bill with changes reflecting the discussion at several noticed meetings since the last committee meeting and briefly outlined the changes to the original proposal.  He invited Kevin Gay of Operation New Hope and Tampa contractor Mike Copeland whose company is working on several projects for the City to address the issue.  Both spoke in favor of the proposal, with Mr. Copeland stating that he is not opposed to including subcontractors in the regulations if the prime contractor is not made responsible for their performance or reporting.
