Risk Manager Charles Spencer addressed his concerns from a risk management
perspective about letting student drivers utilize City vehicles and discussed
possible insurance options. JSO Lt.
John Lamb stated that the JSO is fine with adopting a policy requiring use of
private vehicles only, requiring that they pass a safety inspection, and
