JEDC Executive Director Ron Barton spoke in favor of the revised authorization to allow the developer additional time to sell the remaining units while beginning to collect the REV grant based on the per square foot sales prices to date.

 

AMEND/APPROVE 6-1 (Yarborough opposed)

 

1.  Removes 6 penthouse units from calculation of average sales price per square foot.

2.  Proposes to allow developer to begin drawing REV grant payout based on current average sales price per square foot of $233 and requires sale of remaining 12 units by 12/31/12.

3.  Reduced REV grant would warrant developer 67.5% for years 1-4.

4.  Places covenant restriction on remaining 12 units for future sales ensuring an average sales price per square foot for the development of $229.99.

5.  If developer is able to sell remaining units by 12/31/12, the portion of the REV Grant that would have been received had the developer met the original criteria will be paid out to the developer over the number of years it takes developer to sell price restricted units.

6.   If units remain unsold at 12/31/12, the developer would be required to repay all grant payments made by the City.

7.  Removes price restrictions placed on remaining 12 units.

8.  If units remain unsold at 12/31/12, the developer would receive the reduced REV grant payout at the applicable average sales price per square foot not to exceed 60%.

The committee and representatives of the Sheriff’s Office discussed the proposal at length, including the availability of other public and private driving instruction options and the advisability of making the fund self-appropriating.  The Auditor’s Office expressed its opposition to self-appropriating funds and recommended a semi-annual reporting mechanism to City Council.  The JSO explained the need for the additional driving instruction option by noting that the state of Florida has the third highst rate of young driver (16-19) fatalities in the nation, and Jacksonville has the third highest young driver fatality rate in Florida, so the need for better driving instruction is apparent.  Chairman Corrigan has concerns that he wants to be addressed by the Risk Management Division before taking action on the bill.

The committee discussed the bill at length, including when and where the vehicle would be raced, the annual operating costs, and the effectiveness of taking the vehicle to a out-of-county race tracks (there is no longer a sanctioned race track in Jacksonville) as a means of influencing the behavior of Jacksonville residents.  Differing Rules Committee and Finance Committee amendments were discussed, as were varying levels for a self-appropriation cap.

Wight Greger explained that the need for the emergency approval is to get the available dollars put to work as quickly as possible to help stave off foreclosures for those homeowners who qualify.  The department’s experience has been that the current $5,000 cap on assistance is insufficient to meet the needs of some homeowners for appraisals, closing costs, escrow shortages, etc.  Homeowners must participate in financial literacy counseling and prove their ability to keep up with the refinanced mortgage.

Chris Pearson of the Solid Waste Division explained that the request for emergency is due to the fact that the previous lease for the facility expired at the end of 2008.  The City had a company under contract to clean and restore the site but discharged the contractor for non-performance and seized their bid bond.  A second company has been hired to pick up the work and restore the site.

The chairman announced that the Finance Committee would be holding a shade meeting immediately after the conclusion of the regular meeting in City Council Conference Room A for the purpose of discussing collective bargaining issues.

 

The chairman also noted that the administration had distributed copies of the Human Resource Division’s quarterly report on the group health insurance procurement and invited the members to review the document and direct any questions to Millie Reeves in the HR Division.
