about use of local law firms and debated the appropriateness of the rate
increases being proposed. Chief Deputy
General Counsel Cindy Laquidara informed the committee that there is
currently no local preference consideration on the part of the OGC when
choosing to hire special outside counsel. AMEND/APPROVE 6-0 1.
Allow for the use of any other legal firm as the office of General Counsel
deems qualified and appropriate. 2. Approve an increase equal to a fourth of
what was originally requested for all positions. 3. Will limit authorization to local firms
only (local defined as the surrounding counties – same as the JSEB program). |

date of March 1 since the February 1 date in the bill is already past. Janice Billy stated that the City would not
pay for any time not worked under the terms of the contract so an amendment
was not necessary. Maxine Person of
the Sheriff’s Office stated that the $79,244 amount is not a full year’s cost

capability – a system failure could be catastrophic. The new system will provide redundancy,

Council Member Joost stated
that he has several questions that he would like to pose to Barbara Jaffe who
would be reappointed to the Police and Fire Pension Board of Trustees by
pending Resolution 2008-1107. He asked
Chairman Corrigan to request the Council President to refer the bill to the
Finance Committee so that he could pose his questions to Ms. Jaffe and discuss
her responses in a public forum, which the Chair agreed to do.
Council Member Yarborough
recommended that his council colleagues take note of the Council Auditor’s
recently released report on the first quarter of the FY08-09 fiscal year
(Report #661). Council Auditor Kirk
Sherman stated that a number of revenue sources fell short of projections in
the first quarter, but the administration has reduced expenditures to keep the
budget in balance.
