In response to a question from the committee, Sherry Hall stated that the proposed appropriation for symphony rent forgiveness had been forwarded to the Cultural Council for review and recommendation as discussed during the budget adoption process and that the Cultural Council had passed a resolution in support of the rent forgiveness.  Council Member Joost suggested that the symphony, with a reported annual attendance of 110,000, could raise its ticket prices by $1 and produce the same amount of revenue from its patrons to cover the rent cost.  Council Member Yarborough stated his philosophical opposition to the City funding the symphony’s rent forgiveness.

Several representatives of local professional service firms addressed the committee regarding the proposal, some in favor and some opposed.  Several noted that the definition of the term “local” will be crucial in determining the real effect of the changes.  Two suggested that the proposed preference for firms with larger numbers of local employees will have the unintended consequence of small local firms at a competitive disadvantage in comparison to larger firms.  Members of the committee spoke both for and against the proposal.  Director of Central Operations Devin Reed answered several questions from the committee about how the current professional services procurement system works and how the point scale is determined and weighted.  Mr. Reed explained that the City’s professional services evaluation system is based on the criteria laid out in the state’s Consultant Competitive Negotiation Act (CCNA) and the 10 criteria an the point weighting system are not codified in the Ordinance Code but are an administrative tool of the department.  Council Members Graham and Davis indicated that they would hold a noticed meeting before next week’s City Council meeting to hear from interested parties and possibly refine the percentage weighting for local preference based on factual information provided by professional services companies regarding the percentage of revenue earned locally by out-of-town firms that is retained in the Jacksonville economy versus the amount returned to corporate headquarters outside Jacksonville.
