MINUTES OF THE REGULAR MEETING of the Council of the City of Jacksonville, held in Council Chambers, City Hall, Jacksonville, Florida, April 21,2009.  The meeting was called to order at 5:08 P.M., recessed from 7:47 P.M. to 8:00 P.M. and adjourned at 10:22 P.M. by Committee Chair Art Graham.
