At the conclusion of the regular agenda, Chairwoman Lee called on the subcommittee chairs to introduce the invited speakers for the subject matter presentations.

 

Red light camera enforcement

 

Council Member Joost introduced Greg Parks of American Transportation Systems (ATS), one of the nation’s largest suppliers of red light camera enforcement systems.  Mr. Parks described briefly how red light camera systems work and showed several videos of the systems in operation in various cities.  He stated that 65 jurisdictions currently utilize the systems, 57 of those installed by ATS.  He stated that two bills have been introduced in the Florida Legislature for the 2010 session (SB 294 and HB 395) to specifically permit the use of the cameras in Florida.  Similar legislation has failed in prior sessions.  Education and awareness are high priorities when instituting these systems – local governments want to let their citizens know where the cameras are, how they work, and how they save accidents and lives.  Public safety is the primary concern.

 

Mr. Parks explained the sequence of events in the issuance of a citation for a red light violation.  The cameras at the intersection take two photographs of the vehicle, one before it enters the intersection with the traffic light clearly red and one of the vehicle in the middle of the intersection with the light still red.  The cameras have sufficient resolution to clearly read the vehicle tag.  The system also records a 12 second video of the violation showing the vehicle passing through the red light.  The photos and video of the violation are transmitted from the cameras to the ATS monitoring station where they are reviewed and verified.  Clear violations, based on the City’s own criteria, would then be transmitted to the Sheriff’s Office for a sworn officer to review and make the determination to issue the citation.  ATS would send out the violation citation and act as the collection agent for the City.  Their current collection rate in other jurisdictions is approximately 80%.

 

Deputy Managing General Counsel Steve Rohan explained that there are currently 23 class action suits pending in Florida courts asking millions of dollars in damages and alleging that local governments are illegally issuing citations for violations not witnessed by a sworn law enforcement officer as required by law.  The General Counsel’s Office has taken the position that the prudent course of action is to await either a) court rulings in some of the pending lawsuits or b) action by the State Legislature to clarify the legality of red light camera systems before subjecting the City to potential liability by installing the systems.  Lisa Rinaman of Mayor’s Office stated that the administration was opposed to the bills considered in the 2009 legislative session because the state proposed to allocate itself 40% of the revenue collected from camera citations without contributing to any of the costs, all of which would be borne by local governments.  Steve Rohan was asked to draft a resolution in support of state authorizing legislation for sponsorship by the PHS Committee and to circulate the draft to committee members for comments and revisions.

 

Victim Services Division

Council Member Yarborough introduced Dr. Delphia Williams, Chief of the Behavioral and Human Services Division of the Recreation and Community Services Department, who made a presentation about the mission and work of the City’s Victim Services Division.  The division has 15 employees located in two facilities – the Victim Services Center on 10th Street near Shands Jacksonville Medical Center and the Behavioral and Human Services Division office on Art Museum Drive.  The division offers a wide variety of assistance and counseling programs in several areas, including the Sexual Assault Response Center, the INVEST (Intimate Violence Enhanced Services Team) program for victims of domestic violence, a 24 hour hotline for crime victim information and assistance, outreach programs to the elderly and disabled, and information on victims’ rights. 

 

The Division has a trained trauma response team ready to respond at any hour to mobilize at the scene of crimes, accidents or other disasters to provide immediate counseling and assistance to victims.  Many of the division’s employees are cross-trained so that they can perform multiple duties and functions as needed.  The division provides assistance to several thousand victims and their families in the course of a year, and provides hands-on assistance in dealing with the judicial system, filling out forms, obtaining compensation and restitution, and understanding their legal rights in the process.  The division has several outreach programs, and the committee recommended that regular visits to senior and community centers and presentations to community group meetings would help spread the word about the assistance that is available.

 

Fleet Management

Council Member Yarborough introduced Sam Houston, Chief of the Fleet Management Division of the Central Operations Department, to make a presentation on his division’s operations.  Mr. Houston described how the division is operated as a business unit – it must bill for its services at a rate that generates sufficient revenue to cover all division expenses.  Fleet Management has increased its efficiency notably over the past 10 years, to the point where work that was previously outsourced to private providers has been brought back in-house for better efficiency and lower cost (i.e. front end alignments, body work and vehicle interior repairs).  The division was dissatisfied with some of the service being provided by outside vendors, and found instances where the City was billed for work that was never performed.

 

Fleet Management is a certified warranty repair shop for the Big 3 American manufacturers (Ford, Chrysler and GM) and for the major fire truck manufacturers, so they can do that maintenance work in-house and keep the manufacturer warranties intact.  In response to a question, Mr. Houston stated that the division only uses recapped tires on heavy trucks (not automobiles), and only on non-steering axles.  Repaired tires are never used on emergency response vehicles but are recycled for use on light duty cars.  In response to another question about the use of jail inmate labor, he stated that these workers primarily provide janitorial service, although some do assist division technicians with repair work under close supervision.  The committee discussed the possibilities for using Fleet Management as a job training site to help inmates gain useful work skills to help their employability when they are released.  Mr. Houston cautioned that such a program would have to be made budget-neutral for the division – the costs have to be covered either in his charges for services or subsidized through other budget sources.  He noted that the average age of his technicians is 49, so they need to find a way to recruit younger workers to the operation to replace experienced workers as they near retirement.
