At the conclusion of the agenda the committee discussed the members’ subcommittees and the progress that has been made in researching the various issues.  Council Member Joost reported that the Florida Legislature will likely take up a bill in its next session to authorize the use of red light enforcement cameras and the issuance of tickets or civil citations based upon photographic evidence.  He recommended that the committee hear a presentation from one or more of the companies that provide the camera equipment.  Council Research was asked to gather information about such companies.

 

Council Member Brown stated that he is working with the Office of General Counsel on draft legislation to address the problem of controlling the location of stand-alone ice machines and personal on-demand storage units.  Council Member Yarborough requested that the committee hear a presentation by the Fleet Management Division, Code Enforcement and Victim Services Division about their operations.

 

Council Member Crescimbeni stated that he has been in contact with Fire and Rescue Department Director Dan Kleman regarding firefighter overtime, and that Mr. Kleman is exploring a concept different than Mr. Crescimbeni’s overtime “floater” pool, but with the same intent.  He also volunteered to organize a presentation at a future meeting from one of the large tree maintenance companies on the subject of tree inventories.

 

Council Member Corrigan reported that he has made contact with the School Board on the subject of using off-duty sheriff’s officers as school resource officers and has been asked to give the school system some time to consider the idea.  Mr. Corrigan also requested that a future presentation be scheduled by the Fire and Rescue Department’s fire marshal office about how and when they inspect commercial structures.  Finally, he stated that the issue of unmarked law enforcement vehicles is of lesser importance at the moment as the JSO seems to have taken notice of the issue and all of the police vehicles purchased last year were marked cars.

 

Chairwoman Lee stated that she would let Council Member Yarborough take charge of the code enforcement issue and Council Member Corrigan would handle the issue of increasing police presence around schools.  She will ask the Florida Department of Transportation and the Public Works Department to attend a committee meeting to discuss the need for better tree trimming and landscape maintenance for crime prevention purposes.  Ms. Lee also is working with an ad hoc committee of staff from various city departments to deal with the problem of absentee landlords, abandoned buildings and trashed lots.  She announced that the idea of PHS Committee members taking riding tours through neighborhoods will be deferred for the time being.

 

Public Comment

Mr. Derek Bermudez asked the committee to investigate and intervene on his behalf in a dispute he is having with the Department of Parks and Recreation which he says has banned him from attending BYAA (Baymeadows Youth Athletic Association) football games after an altercation he is alleged to have caused.  Mr. Bermudez stated that the entire situation is a misunderstanding and that the police should not have been called to eject him from the park.

 

Ms. Linda Dayson asked the committee to intervene on her behalf in a dispute with the Kendall Court Apartments complex which evicted her several weeks ago, which she attributes to her community activism.  She also complained about the quality of policing in the City’s troubled neighborhoods, particularly the fact that JSO officers never leave their cars and walk the neighborhoods to get to know the residents.
