At the conclusion of the agenda Dr. Dawn Emrick, the new Executive Director of the Health Planning Council of Northeast Florida, made a presentation about the council and its work.  The council is one of 11 health planning councils in Florida which act as the processors of applications for Certificates of Public Convenience and Necessity for health care facilities and as the only entities charged solely with health care planning.  The council has a comprehensive database of health care information (hospital and nursing home data) that it makes available to community based organizations for grant application purposes and for their own planning uses.  Despite the fact that Florida’s growth management system does not take health care resources into consideration, they work closely with the Northeast Florida Regional Council to consider the impacts of growth and development on health care institutions.  They also work cooperatively with county health departments on planning and advocacy services, helping to make up in part for the cuts the health departments are suffering.  Dr. Emrick also stated that her staff is going to be trained shortly in economic impact methodology to help community health organizations determine the economic impact of lost funding and service reductions.

 

Ms. Joan Horn addressed the committee about her concerns over the operation of the City’s Animal Care and Control operation.  She cited several reports produced by various parties in recent years (one by a group of veterinarians, one by a committee appointed by former Mayor Delaney) that found major operational and leadership problems in the division.  She has seen managers come and go, but the operational problems never seem to be addressed.  She and other animal activists in the community appeal to the City Council to challenge the Mayor and administration to take control of the situation and make substantive changes that need to be made.
