committee discussed the need for a definition of “full and fair consideration” of an ex
offender in a hiring situation, and the possibility that the ordinance might,
despite its language to the contrary, cause an ex offender to attempt a
lawsuit or other challenge in the event they apply and are not hired. Council Member Lee proposed that the
committee hold a hearing and invite testimony from private sector employers
who might be affected by this proposed policy so their opinions could be
