Ros Philips of the Recreation and Community Services Department reported that the 5 priority populations are the same as the 5 designated last year.  In answer to a question she stated that there is no hard and fast definition of a “high crime area”.  The department prefers the use of the term “hot spots”  which can shift location from time to time, and will depend on the applicants for funding to justify their need by supplying relevant crime information in their grant application.

Laura D’Alisera of the Emergency Preparedness Division explained that this relatively new program is funded by FEMA with a portion of the revenue from flood insurance policies and is used to buy the homes of homeowners that suffer from perennial flooding problems because of their location in flood-prone areas.  The voluntary program will allow the city to buy the homes, demolish the buildings and leave the lots in a clean, natural condition with an easement to prevent future building.  FEMA pays 90% of the program cost and the selling homeowner pays 10%.  The committee asked questions about the number of properties that might qualify to be acquired by this program and questioned the cost of over $900,000 to buy, demolish and remediate the lots for only 2 homes.  An itemized list of costs was requested before action will be taken.

The committee engaged in considerable discussion the pros and cons of a self-appropriating fund and about the various amendments proposed by the other committees earlier in the day.  David Stevens of the JSO explained the need for the program by stating that Florida has the third-highest rate of teen driver deaths (age 16-19) in the U.S., and that Jacksonville has the third highest teen driver death rate in Florida.  The Sheriff sees unsafe driving by young people as an extremely serious problem in Jacksonville, and this program is one way to attempt to apply a remedy.

At the conclusion of the agenda, representatives of the JEA and Public Works Department made a presentation to the committee on street lighting in Jacksonville, including alternative light fixture types.  Public Works Department Deputy Director Lynn Westbrook explained that the installation of new street lights is governed by the Subdivision Regulations (“red book”) which specify the types of lights and the amount of illumination required in various types of developments.  Changing the type of lights we require would require a recommendation from the Subdivision Standards Committee.

 

The costs of various types of lights, from high pressure sodium to metal halide to QL induction and other types of induction lights to new generation LED lights, vary widely both in the initial acquisition cost and in electricity and maintenance costs.  They also vary widely in their color rendition characteristics, which is the degree to which the light they produce allows the eye to see colors accurately.  High pressure sodium lights, for example, have a relatively low color rendition index because the light has a very yellow/gold hue that changes natural colors substantially.  Metal halide and QL induction lights have a much higher color rendition index and show colors more naturally.

 

The costs of replacing all city street lights at one time with any new technology would be extremely expensive (tens of millions of dollars) as the City currently has over 107,000 individual lights.  A change in the type of light that the City utilizes as its standard will require considerable study and planning.  Council Member Bishop suggested the need to proactively explore new technologies as they become available and as prices fall as technologies become mature and widely utilized, and also to proactively plan for adoption of new technologies when opportunities present themselves such as when all the lights along a roadway corridor are removed for a road widening project or when a new neighborhood is being constructed.
