The
committee engaged in considerable discussion of the duties of this
JEA-assigned officer with Nancy Kilgo and Bill Bland of the JEA. The committee discussed the relationship of
the Sheriff’s Office with the other independent authorities and the practice
of the other authorities of either hiring their own security force or paying
the JSO for the services of officers assigned and dedicated to service with
the authority with Maxine Person, the Sheriff’s Office budget officer. The question of how the allocation of this
position to the JEA and the expansion of the JSO employee cap by one position
would affect hiring and promotion and how the general public would be impacted. DEFER |

Schneider of the Public Works Department stated that one of the four blocks
of the proposed county courthouse site has some soil contamination – too
little to require full-scale remediation, but too much to just ignore. This bill will allow the City to address
the environmental concern by covering the block with an impervious surface (a

Assistant
General Counsel Peggy Sidman distributed a proposed substitute ordinance that
fills in the blanks in the originally-filed bill with the same 5 priority
populations as designated by City Council last year. The only difference
between the two is the addition of the words “food” and “clothing” to the
list of services needed by priority population 1 – homeless and low income
persons and families. The
committee discussed the definition of “high risk of crime” area with Public
Service Grant Committee Chair Alberta Hipps and Department of Recreation and
Community Services Director Roslyn Phillips, suggesting that a standardized
methodology be used and a specific list of target neighborhoods be
developed. Ms. Phillips stated that
she would attempt to compile and distribute the list to the Council before
next Tuesday’s Council meeting. After
Council Member Johnson reported receiving complaints from representatives of
several community organizations about the perceived bias of the Public
Service Grant process toward large, well-funded organizations, Ms. Phillips
invited anyone with a complaint about the process to contact her to discuss

At the conclusion of the
agenda the committee heard a presentation from Frank Brennan who advocated for
the replacement of the City’s current high pressure sodium street lights with
new QL induction lights that produce a much brighter white light. He stated that the high pressure sodium
lights begin losing brightness from the day they are installed and degrade
substantially before burning out in 3-4 years.
Metal halide lights produce a bright white light but don’t last very
long. The QL induction lights produce a
much brighter light and last for up to 25 years.
He proposes the change
primarily to improve community safety.
Citizens are currently unable to be the “eyes and ears” of the Sheriff’s
Office in their neighborhoods because the poor quality of our street lights
prevents them being able to distinguish what they’re seeing after dark. The low light level and bad color balance
make it nearly impossible to recognize faces or distinguishing characteristics,
to identify the color of a suspect’s vehicle or clothing, etc. Mr. Brennan suggests imposing a $5 per month surcharge
on all 700,000 JEA customers’ bills for 8 months to produce $28 million to
completely replace all the street lights in the city, and proposed using the
Paxon area as a test site to gauge the effect of the new lights on crime rates.
Nancy Kilgo of the JEA stated
that the utility has been engaged in a lengthy study of all types of available
street lights and will be happy to make a presentation at a future
meeting. The Chair will schedule this
presentation for the first meeting in March.
