Assistant General Counsel Peggy Sidman explained Ordinance Code Sec. 106.108(c) and (d) regarding the need for a waiver of the 90% pension funding criterion before this bill should have been introduced as complete legislation and the requirement for a 2/3 vote to enact the waiver.  Council Member Hyde suggested that the committee recommend to the Council President that he convene a Committee of the Whole before next Tuesday’s Council meeting to give everyone on the council the opportunity to engage in full discussion and debate on this bill before a vote is called.

Peggy Sidman distributed a proposed substitute ordinance incorporating 5 priority populations proposed to the committee by the Public Service Grant Committee.  That committee’s Chair, Alberta Hipps, stated that the committee had adopted the proposed priorities at its December meeting after hearing from the social service provider community about their perceptions of the areas of greatest need in the community.   Ms. Sidman explained that the Ordinance Code requires the priority populations to be adopted by the Council by February 15th to facilitate the start of the PSG application process, but the committee felt that the proposed priorities should be considered through at least one additional committee cycle so that the public and the Council have an opportunity to fully consider the proposed priorities.

At the conclusion of the meeting the committee heard a presentation from Gregg Rowland and David Jones of ShotSpotter, Inc. about their company’s system for identifying and locating gunshots through remote sensing.  The system is being installed in more and more cities around the U.S. and around the world and the cities that have installed it are pleased with the results, seeing substantial decreases in gun-related violence in areas where the system is deployed.  The system is a “force multiplier” for police, allowing them to target enforcement and response in areas where it’s needed.  They estimate that Jacksonville should cover 25 square miles of territory with the technology to combat the city’s murder and gun violence “hot spots”, at a cost of approximately $10 million.  The representatives said they had met earlier in the day with Undersheriff Frank Mackesy who told him that a private sector group is trying to raise funds to install the ShotSpotter system in conjunction with a video monitoring system in several trial areas of the city.  Mr. Rowland indicated there are at least 8 federal grant programs that could provide funding for purchase of their technology.

 

Former City Council President Eric Smith, representing ShotSpotter, gave the committee examples of past instances where the City Council, taking the lead in promoting public safety when the sheriffs and mayors at the time had other priorities, funded the purchase and installation of then-groundbreaking technologies like E-911 and automated fingerprint identification system that are now standard equipment in the fight against crime.  He urged this council to take a similar leadership role and find the funding to begin installing ShotSpotter.

 

Beverly McLain, Executive Director of Mothers of Slain Children, urged the committee to have the council adopt ShotSpotter as a priority to help combat the city’s murder and violence problems, and she urged that the technology be deployed in dangerous neighborhoods throughout the city, not just in the downtown area.
