Attendance: Council Members Shad (Chair), Bishop,
Yarborough; Peggy Sidman, Office of General Counsel; Heather Norsworthy,
Council Auditor’s Office; Kerri Stewart, Lisa Rinaman, Mayor’s Office; Wight
Greger, Housing & Neighborhoods Department; Chris Pearson, Chief, Solid
Waste Division; Tia Mitchell, Times-Union; Tiffany Hager, Allison Miller,
Celeste Hicks, ECAs; John J. Jackson, Research Division; Philip Zamarron,
Legislative Services.
The Chair convened the
meeting at 9:28 a.m. and reviewed the agenda, citing those items that were
ready for action, deferral, withdrawal or second reading.
The Chair announced that the
Committee’s Vice-Chair, Council Vice President and District 6 Council Member,
Jack Webb, was at the Election Canvassing Board and was unlikely to be present
at the Rules Committee meeting.
Item # 4, ORD 2009-465,
Approp $9,578 for 2009 Southeastern Mounted Police Competition, was being
withdrawn at the request of the sponsor, Council Member Davis.
Items #7 & 8, ORD
2009-516 & ORD 2009-517. Repealing Ords re Stormwater Mgmt; Eliminating
Certain Stormwater Fees; Repealing Ord re Repealing Payment of (JEA) Franchise
Fees, were being deferred at the request of the sponsor, C/M Johnson.
Item # 14, ORD 2009-611,
Amend Council Rule to Provide Addnl Period of Public Comment, was being
deferred at the request of the sponsor, C/M Lee.
On Item #23, ORD 2009-722,
Amending Ord 2009-311-E, Apv Positions Previously Funded, Peggy Sidman
explained that while the Ordinance & BT funded the positions, this
ordinance was required to authorize those positions.
The Chair announced that
Council Member Joost had requested emergency action on Item #28, RESO 2009-730,
re: Jacksonville & San Juan,
Kerri Stewart, Deputy Chief
Administrative Officer, announced that she would be present at the Committee
meeting to address and issues and field any questions relating to the emergency
action requests for Ordinances 2009-741, 2009-742, 2009-743, 2009-744 and
2009-745, grants from the U.S. Department of Justice and the U.S. Department of
Education, for Jacksonville Journey programs and the hiring of 50 Police
Officers.
There being no other items on
the agenda for review or discussion, the meeting was adjourned at 9:33 a.m.
