TRANSPORTATION, ENERGY & UTILITIES AGENDA MEETING MINUTES

 

 

August 4, 2009

Attendance:  Council Member Graham ( Vice Chair); C/Ms Bishop, Johnson;  Dylan Reingold, Office of General Counsel; Philip Peterson, Council Auditor’s Office; Lin White, Public Works Department;  Lisa Rinaman, Sherry Hall, Administration; Joe Ullo;  Sandra Lane, Mina Hosseini ECAs;  Juliette Williams, Legislative Services.

 

The Committee Vice Chair convened the meeting at 9:09 a.m. and asked Philip Peterson, City Council Auditor’s Office, to review the agenda, citing those items that were ready for action, deferral, withdrawal or second reading.

 

Mr. Peterson announced that several of the items on the agenda requiring public hearings could not be considered until after the ten o’clock hour, owing to the timing of the public advertisements.

 

On Item #8, 2009-446, ORD Supplementing Ord 2006-888-E Auth the Issuance of its Spec Rev Bonds, Series 2009B, of $300,000,000 to Finance a Portion of the Remaining BJP Cost…to allow Awarding Sale of Bonds on a Negotiated Basis, the Chair pointed to the Auditor’s Office analysis of the legislation on the back page of the Marked Agenda.

 

The Chair asked the basis for emergency action on Item #20, ORD Approp $1,736,459 from FDOT, Addnl Funds for Reconstrn of Collins Rd from Rampart Rd to Blanding Blvd, Allowing City to Meet 50% Match Fund Required Pursuant to Contract with Superior Constrn, Inc; Auth County Incentive Grant Prog Reimbursement Agreemt with FDOT.  Sherry Hall explained that as these were FDOT grants, we had to wait until FDOT finalized their budget; if we did not move this measure as an emergency, the City risked losing $300,000 to $400,000.

 

There being no other items on the agenda, the meeting was adjourned at 9:12 a.m.
