Meeting Convened: 3:05 p.m.
Council President Clark called
the meeting to order and asked the committee chairs to report their committee
actions.
Council Member Shad reviewed
the Rules Committee’s actions from its meeting, noting that 2010-324
(resolution honoring and commending radio personality Robbie Rose) is being
requested for emergency adoption on first reading. Council Member Corrigan stated that he would
be offering a floor amendment to 2009-895 (public comment at Council meetings);
President Clark stated that he would re-refer the bill to committee for further
work.
Council Member Joost reviewed
the Finance Committee’s actions from its meeting, noting that 2010-216
(revisions to City fees) has conflicting amendments from the Finance and LUZ
committees. The LUZ amendment will be
offered first. Mr. Joost also stated
that he has no objection to the discharge from Finance of 2010-233 (fair share
assessment for Villages of Kernan – The Fountains project).
Council Member Holt reviewed
the LUZ Committee’s actions from its meeting, noting that 2010-202 (appeal of a
Jacksonville Historic Preservation Commission decision) was recommended for
withdrawal by the committee, while the property owner prefers re-referral to
LUZ.
Assistant Council Auditor
Janice Billy reported that the actions of the PHS, TEU and RCD Committees were
covered by the previous reports.
Council Member Bishop stated
that he would be offering a floor amendment to 2010-233 and Assistant General
Counsel Dylan Reingold stated that he was preparing a floor amendment on the
same bill for Council Member Jones.
