(see attendance report above). Several
speakers referenced the differing effects the proposed regulations would have
on the various types of establishments that currently have or could have
adult arcade machines, including for-profits, not-for-profits, large
establishments (10+ machines), small establishments (2 or 3 machines), and
establishments that are licensed to sell alcohol. Council
Members Hyde and Jones indicated they will continue to meet with interested
parties to consider possible additional amendments regarding a small business
exemption from some portion of the regulations. |

At the conclusion of the
agenda, Chief Financial Officer Mickey Miller explained the need for Ordinance
2009-499 (authorization for issuance of Better Jacksonville Plan sales tax
bonds to refund outstanding BJP special revenue bonds). The bill would authorize the administration
to issue the refunding bonds when the conditions are favorable in the bond
market, which will be determined by the CFO.
