eligibility of some employees to belong to the City pension versus

At the conclusion of the
agenda the committee considered a request from the Fire and Rescue Department
to modify a previous appropriation of City Banking Funds to the department for
purchase of air compressors. The
compressors were obtained at a lower cost than originally estimated, and the
department requests an allocation of the remaining funds to the purchase of
additional thermal imaging cameras.
Assistant Council Auditor Janice Billy explained that a methodology was
created several years ago to permit departments to request reallocation of
Banking Fund resources by means of a Transfer Directive approved by the Mayor
and the Finance Committee by means of a single vote without need for a full
ordinance process. Council Member Webb
was troubled by this methodology of bypassing Council action by ordinance and
at his request the item was deferred.
