The committee engaged in considerable debate about the potential effects and merits of doing the required actuarial study this year versus postponing it for a time.  The potential cost to the FY11 budget of doing the study as required is estimated at $8-12 million.  Council Member Joost noted that another potential $10 million liability is possible depending on the outcome of the pending class action lawsuit regarding the disputed eligibility of some employees to belong to the City pension versus participate in the Social Security system.

The committee engaged in considerable debate about the City’s moral and legal obligation to provide adequate parking availability to the Landing, the appropriateness of the proposed funding source for this appropriation, the structure of the proposed 7th lease amendment, the price of the parking lot acquisition, the need for a parking validation program, and the best way to ensure the protection of the taxpayers’ best interests.  Ron Barton, Executive Director of the JEDC, stated that the City is under no obligation to provide financial assistance to the Landing for provision of parking until a parking garage is built.  In response to several questions Mr. Barton described the Metropolitan Park renovation project and what the removal of $3 million from that project would mean.

At the conclusion of the agenda the committee considered a request from the Fire and Rescue Department to modify a previous appropriation of City Banking Funds to the department for purchase of air compressors.  The compressors were obtained at a lower cost than originally estimated, and the department requests an allocation of the remaining funds to the purchase of additional thermal imaging cameras.  Assistant Council Auditor Janice Billy explained that a methodology was created several years ago to permit departments to request reallocation of Banking Fund resources by means of a Transfer Directive approved by the Mayor and the Finance Committee by means of a single vote without need for a full ordinance process.  Council Member Webb was troubled by this methodology of bypassing Council action by ordinance and at his request the item was deferred.
