Philip Peterson of the Council Auditor’s Office summarized a memo produced by the office outlining a list of issues and concerns with this ordinance and 2010-40.  Sam Mousa, representing Harmony Farms of Jacksonville LLC, the developer, explained the history of the Parramore Road project, the relevance of the road project to his client’s development, and the Florida Department of Transportation’s interest in seeing the Parramore Road project constructed by the City.  John Pappas of the Public Works Department explained that the road project was once in the City’s 5 year CIP but was deleted some years ago.  The City is currently negotiating with an adjacent property owner over the acquisition of right-of-way to the south of the Harmony Farms project that would allow for the connection of Parramore Road from Collins Road to Youngerman Circle to provide a traffic alternative to the overcrowding on Blanding Boulevard.   A response from the property owner is expected within 14 days.

At the conclusion of the agenda, CFO Mickey Miller gave the COJ Operating Portfolio quarterly report for the quarter ending December 31, 2009.  The City’s return for calendar year 2009 on the total portfolio was a very healthy 12.39%, which easily surpassed the benchmark average, but is not sustainable once the market returns to more normal conditions.

 

Mr. Miller also distributed a memo regarding the end-of-the-year “recapture” of excess reserve funds in various accounts by the General Fund.  A total of $4,496,672 in excess reserves has been identified, including $4,076,603 in tax increment district collections not allocated to projects during the fiscal year.
