Member Hyde asked Assistant General Counsel Jason Gabriel to review a proposed
PHS Committee agenda which incorporates the Rules and RCD Committee
amendments and adds several additional items as follows: 1. Creates separate “right of entry”
section; caps number of permits for “adult arcade amusement centers” at 2; 2. Adds “sweepstakes and drawings by
chance” to definitions; 3. Establishes August 9, 2010 as date
for grandfathering pre-existing operations; 4. Exempts small operators (5 machines
or less) from various security requirements and reduces permit fee; 5. Permits are not transferable more
than 1 time; 6. Establishes standards for proof of
pre-existence of operations; refines permit application process; provides for
revocation of permit if electronic equipment is not operated for 14
consecutive days;
