The Committee heard from both proponents and opponents of the measure.  Attorney T. R. Hainline, representing Jax Greyhound Racing, urged approval of the measure, as amended by the Rules Committee.  Margaret Sidman, Office of General Counsel, explained the Rules Committee amendment.  Melissa Gross Arnold, representing for profit and not for profit suppliers, felt that the Committee needed to weigh a number of amendments that her clients proposed.  Laurie Lee, representing Allied Veterans, supported the bill, as amended by the Rules Committee.

Council Member Redman asked for an explanation of the legislation, particularly the Jacksonville Journey component.  Debbie Vergas, Mayor’s Office, explained what the program was and that the funding was allocated for existing sites (Team-Up programs) that were opened two years ago.  Council Member Jones wanted assurances that all 15 middle schools with Team-Up programs were funded.
