A  lengthy discussion ensued on this measure before the decision to defer.

Council Member Green pressed Director Greger on the merit of granting forgiveness on the arrangements with the HELP Center in view of the fact that the HELP Center had not made a payment on its obligations since 2004.  Director Greger explained what the HELP Center was and the fact that if the measure failed, the City would then foreclose on the Center and the Center would close its operations.  Closing its doors would result in more homeless on the streets.  Council Member Lee was particularly concerned about the letter of credit that the HELP Center was requesting and wondered what message we would be sending to others who were seeking City assistance and unable to meet their obligations.

 

Council Members Redman and Gaffney were also troubled and had similar concerns.
