In response to a question about the Council Auditor’s comfort with this refinancing, Janice Billy of the Council Auditor’s Office stated that the office is always concerned when the City is in a secondary position on a loan with unsecured rights, but at least the Rules substitute provides for some additional principal payments to the City.  Wight Greger, Director of Housing and Neighborhoods, stated that it would be very unusual for U.S. HUD to take a deed in lieu of foreclosure.
