Sean
Kelly of the Planning Department explained the confusion about the sign type
from the previous LUZ meeting and proposed 3 conditions for approval of the
waiver regarding the electronic changing message portion of the sign: 1) the sign shall contain only verbal
messages that change simultaneously over the entire message board; 2) the message board shall contain only
amber lights; and 3) the sign shall only be operated
between the hours of 9 p.m. and 6 a.m. The
conditions do not contain a sign dwell time condition in light of the pending
ordinance regarding changing electronic message signs. Chad
Grimm representing the applicant spoke in opposition to the third condition
regarding hours of operation, stating that the location of this church sign
is somewhat different from the church in Mandarin (Loretto Road) cited by the
City as a comparable case. Motion (Redman):amend
to grant the waiver with conditions #1 and #2 only – approved 3-1
