At the conclusion of the agenda Chief Charles Moreland of the Fire and Rescue Department made a presentation responding to a request from the committee at a previous meeting for information on a rumored change in the ISO rating for the Town of Baldwin.  Chief Moreland explained that ISO stands for Insurance Services Office, a national organization that provides information on fire department capabilities to insurance companies for use in their rate setting for property insurance.  The ISO evaluates fire hydrant and water main locations and capabilities, fire station locations and fire department capabilities (equipment, staffing, response procedures, etc.) and reports that information as a Public Protection Classification (PPC) rating to insurance companies.  ISO does not set insurance rates, but provides the data which insurance companies use, along with many other factors, to set property insurance premiums.

 

ISO is in the process of changing its process for evaluating the firefighting capabilities of local jurisdictions, moving from desktop evaluations of statistical data to actual site visits to localities every 3 to 5 years to physically verify conditions.  ISO has not been in Jacksonville since 1974 but will be here later this year.  ISO is also changing its rating policy a unified rating jurisdiction-wide to a split rating system where parts of the jurisdiction will have different ratings based primarily on their proximity to fire stations and water lines.  The ratings scale runs from 1 (best) to 10 (worst).  Jacksonville currently holds an ISO rating of 3 citywide, but areas more than 5 miles from a fire station and/or more than 1,000 feet from a fire hydrant will receive lower ratings and may be subject to potentially higher property insurance premiums, depending on the policies of individual insurance companies.  In response to a question from Council Member Carter, Chief Moreland stated that ISO only takes into account current conditions when making its ratings; the existence of the TriData report and its plans for future Fire Department improvements is not a factor in the current rating.  Council Member Brown suggested that the PPC rating for each area of the city should be made available to the general public who may find that information useful in making home buying decisions.
